Abstract

Nowadays, in the cities with each size and dimension, an optimal urban management for reduce the problems of cultural, social, service, creating of tranquility and comfort in the urban environment, administration of justice effectively, morale boost of citizens' participation are needed. Because of the large cities and metropolises have many population, centralization and concentration of various activities and functions, consequently are faced with many problems. In this context, the small and medium towns have their own problems, so if the appropriate programs and strategies for to solve the problems of urban management In all levels of national, regional and local not be considered, the problems of urban management in the country will be continue. In this paper with studies of the problems in small and middle management implies to the role of this cities in regional sustainable development. The research in this paper is on the basis of descriptive and content analysis and the library procedures, professional journals, interviews with managers and province experts have been used for collection of information. The results show that despite of special problems in the small and medium cities - notably Ilam; individuals with experience and expertise in managing and carrying out their professional duties are required. In adition in this context the support of the government in order to strengthen their financial needs for sustainable sulotion is nessery
