Ranking of regions based on the degree of development often is referred to as a multi-attribute problem which show that there are many different ways to deal with. In this way Multiple Attribute Decision Making (MCDM) with a capacity to integrate evaluation index, a useful tool at the disposal of the planners. The purpose of this study, the city of Ilam province in terms of development indicators and identify underserved areas using the multi-criteria decision making. For this purpose, 33 different indicators were used to define and regulate development, and weight were determined using entropy method, the development of the city was identified with the first technique. According to the ratings of this method, the cities were classified into 4 groups.
