Abstract

One of the most worrying aspects of the development of the 1950s is the unprecedented growth of urban and urban labor force growth. The inability of countries to provide sustainable employment for an ever-growing workforce is one of the strongest barriers to economic and social change in cities in developing countries. In the city of Ilam, unemployment is a major problem that each year due to the population increase needs special attention. The city of Ilam, due to the political, economic and social center of the province every year, witnesses the massive formation of immigrants from different regions of the province, and therefore the number of people needing recruiting opportunities are being added and if there is no planning and large investments for a healthy employment of the urban laborer in Ilam, there will be a natural expansion of informal and alien activities in the city. The research method is descriptive-analytical and cluster study based on field operations (direct observation, completion of various questionnaires) and use of existing documents. The statistical population of the research (n) is 100,000 people. According to Cochran's formula, the sample size (N) is estimated to be 390. The classic random sampling method is one of the central areas of the city of Ilam. To assess the validity and reliability of the study, face-to-face and content validity method and re-test method were used and the reliability coefficient was 82%.The results of the research show that the lack of formal recruitment and lack of adequate capital and appropriate education has led to an increase in the staff of the non-governmental sector of the economic district of Ilam, as well as rural towns, which play an important role in the development and creation of this sector of the economy. The majority of employees in the informal part of Ilam city are protected and impoverished areas of the city.
